The Panel will begin as a pilot, for six months starting from February 2022. The first round of appointments will be to a Pilot Panel, with view to scaling up gradually after the pilot phase.


We welcome applications from all suitably qualified and experienced EtCs during the pilot phase. However, to assist our pilot partners with their EtC needs, we will be particularly looking to appoint Panel Members with the experience, availability and geographic location as appropriate.

The pilot phase is an opportunity to test and refine the Panel’s processes in preparation for scaling up the Panel’s activities later in 2022. During the pilot phase we may not be able to accept applications from all eligible Panel members. There will be future opportunities to apply to join the Panel after the pilot phase and we would encourage you to apply again if you are not successful in this initial round. Panel members joining during the pilot phase will be expected to contribute some time, as available, to the development of the Panel’s operations and material such as training resources.

Applications for the Pilot Phase close on 28 February 2022. If you are interested in joining the Panel after the Pilot Phase, you are very welcome to do apply now or in the future. Applications received after 28 February 2022 will be evaluated for inclusion in the next stage of the Panel’s operations.

Pilot Partners

The Panel is pleased to announce it will be working with two partner agencies during its pilot phase: one of which is the New Zealand Defence Force’s Defence Estate and Infrastructure Alliance.

Specific detail and further information on NZDF projects will be provided in due course directly to Panel members but can be summarised as:

  • A broad cross-spectrum of asset class/construction types including horizontal (roading, utilities, marine structures, airfields), vertical (buildings and structures) and other specialist NZDF infrastructure.
  • The applicable projects range considerably in size, complexity and construction value from circa $500k to $40million (there is the potential for some contracts to exceed this value).
  • Redevelopment is envisaged right across New Zealand on all of the main NZDF camps and bases across Army, Navy and Air Force.
