Technical Specification TS 1170.5:2025 Structural design actions – Part 5: Earthquake actions – New Zealand has now been published by Standards New Zealand.
Commissioned by MBIE, Engineering New Zealand and Standards New Zealand have developed this new specification as part of a wider programme to update New Zealand’s seismic design practice. A committee of technical experts from across the sector has contributed to the development of both the Technical Specification and its supporting commentary.
TS 1170.5 translates the updated 2022 National Seismic Hazard Model into design guidance for new buildings. It is the first major refresh of New Zealand’s seismic loading framework since NZS 1170.5:2004 and will, over time, change the way many locations and site conditions are treated in design – including generally higher design seismic actions and updated treatment of ground conditions.
It also introduces comprehensive geotechnical requirements for seismic design and addresses critical issues that impact structural performance during seismic events.
The Technical Specification is available for use now as an Alternative Solution pathway. NZS 1170.5:2004 remains the standard referenced by the New Zealand Building Code, so there is a transition period while practitioners and regulators become familiar with the new approach until the new Standard is cited.
