We’re excited to welcome Glenn Houpapa to the Engineering New Zealand Board as our new Māori member.

Hailing from Taumarunui and of Waikato and Ngati Maniapoto descent, Glenn brings more than 25 years of civil engineering and infrastructure experience to the role, along with a strong understanding of Te Ao Māori. He has worked in key delivery roles on major projects across Aotearoa, Australia and the Pacific.

Glenn has long championed collaborative leadership and is committed to working in partnership with Māori and sector stakeholders. This is reflected by his strong track record of bringing together iwi, industry, local communities, clients and government agencies to successfully deliver complex projects.

An experienced manager, Glenn has led large teams across a range of major projects involving significant portfolios, with a strong focus on safety, quality and environmental outcomes. He is currently Stations Delivery Director for Link Alliance, leading the operational delivery of all stations on New Zealand’s largest transport infrastructure project – the $5 billion City Rail Link.

Glenn is a representative on the Mana Whenua Forum for the City Rail Link project, which involves eight Iwi across Tamaki Makaurau. He was also recently appointed to Te Korowai, Downer’s Iwi Governance Group, representing the Transport Infrastructure division.

Glenn says he’s excited to join the Board and is looking forward to a new challenge and supporting the mahi of Engineering New Zealand.

“I’m proud to bring my delivery experience and a Te Ao Māori lens to the Board and contribute to shaping the future of engineering in Aotearoa,” said Glenn. “I’m passionate about inclusive leadership and making sure our projects deliver for the people and communities they serve – and having a Board seat dedicated to ensuring Māori representation is an important part of this Kaupapa.”

“My leadership approach is built on strong values and principles, focused on fostering high-performance cultures, trust, and collaboration.”

Engineering New Zealand Chief Executive Dr Richard Templer says Glenn’s appointment strengthens the Board’s ability to reflect the diversity of the profession and the communities it serves, while also deepening the Board’s engineering acumen and experience.

“Glenn’s leadership, experience, and deep commitment to people and place will be an asset to Engineering New Zealand. We’re thrilled to have him at the table.”

Welcome, Glenn!
